the 650i allows unlinked memory/CPU.
The 650i switches straps ~423 fsb whereas the S3/DS3 etc, does so earlier at ~400fsb.

What are you smoking, only teh rd600 allows for unlinked memory:cpu. Why would the 650i offer it if the 680i doesn't?
Unfortunately for you you are wrong - both 680i & 650i have unlinked ( it's not as good as the RD600 implementation but it exists).
If you look at the BIOS you will that the FSB - Memory Clock Mode has the options of Auto, Linked & Unlinked.

And I think the ds3 is a good enough board for any begginner, I have seen lots of people hitting over 450fsb on it, and then they become cpu limited, so without a good cooler, it's unlikely the op will even hit much above 400fsb
It is but so is the P5N-E SLI which has more features & in the UK is even cheaper than the S3 let alone the DS3 ...
& it's also 500fsb+ capable although that too needs significant cooling.

Fyi I had a DS4 (DS3's big brother & now replaced in my service by an AB9 QuadGT) & currently have a P5N-E as well.
