I don't want to buy an HDTV-ready set yet and I don't have cable
TV and satellite TV. Would an HDTV receiver help me get better
TV reception, if not HDTV quality, off the air? If so, what're
some of the cheapest HDTV receivers that I can get in the market?

Yes.
You won't be able to enjoy HDTV quality, but you will get the benefit of
digital TV. No more snow, no more ghosts; either you have a perfect
picture or no picture.

Try to find a Samsung SIR-T151 for about $90. It has S-video and
composite output for connection to a non-HDTV TV or VCR, in addition to
component output for an HDTV TV.
Better HDTV receivers have DVI and/or RGB outputs.
The price of HDTV receivers (also called STB for "set top box" ) has been
heading down steadily.

The picture is DVD quality.
I just got a Samsung DirecTV receiver for my 46" NTSC RPTV and it is
fantastic.
