power problem (-12V: 2,53V -5V: 1,13V )

today my PSu burned. I am afraid that my mobo is the responsible. i donwloaded the Speedfan program, and its telling me:

V1core: 1.1V
V2core:1,5V
+3,3V: 3,2V
+5V: 4,89V
+12V: 11,84V
-12V: 2,53V
-5V: 1,13V
+5V:4,92V
Vbat: 3,02V

Why the -12v and -5v not correct? Why the cores with diferent voltages? Can be this the problem? I dont found this voltages specs in my bios...
Someone can please help me, i dont want another burned PSU...

My mobo is a Biostar Tforce 4 U

I having problems in my sistem since i changed an athlon 3500+ for one 4800+. After that, when i take out the power cable, in the first time the i try to turn on the pc, i need to push the on button several times to turn it on. After it turns on, the next times that i turn it on\off i have no more problem, but if i take out the power cable from my psu again the problem returns in the first time that i try to turn on the pc. After the cpu change my psu burned in 1 week.

So iam afraid to burn another one. What it can be? Any idea?

I replaced the psu, and the problem persist.
The psu burned when i am connecting the power cable.
