5v Supply is out .... (BOOT HELP pls)

My buddy says his computer has a problem a boot, but he can still use the computer fine once he hits F1. So I told him that to me it sounds like the CMOS battery but to write me down exactly what it says, so I can check it out.

He wrote:
The 5v supply is out of specification hardware monitor found an error. Press F2 to enter BIOS setup or F1 to ignore.

I know that is missing some words to make sense lol, there is a language barrier between us and i'm trying to know what is wrong, because I told him if it is the CMOS battery I would fix it for him at work.

Looks like it to me, but can anyone verify this?

Hardware monitor limits are set wrong if that's possible. Or more likely a bad PSU, or motherboard not controling the voltages properly. Can't be that bad though if it still works. Maybe something is slowly dying.
