I have two BFG 7600GT's SLI and my temps are average of 50ยบ C. I have a control in my desktop Bios to up the fan speed to 100%. They are currently at 60%. Will that hurt the cards or my computer in any way?

It won't hurt it in any way.

However, the temps are fine, so to keep the PC quieter, keep the fan speed the way they are.
