The two bladed weapons come under the exotic feat, so are used like staffs
and such, so the two weapon fighting feat does not apply. Not sure about the
specifics of two weapon fighting as the various statistics go, but I seem to
remember that you need the ambidexterity feat to have no off hand penalty.
It looks cool though. Especially if you have two katanas whirling around
parrying and attacking the enemy.

No, you get an additional attack with the weapon in the off (left) hand.
If you take the feat Improved Two Weapon Fighting, you get one
additional attack from the off hand weapon (total of two attacks off hand).

Since each weapon attacks on its own, each weapon's to-hit is calculated
separately. The off hand weapon's attack is at the same BAB as the
primary (right) hand's first attack. If you get the ITWF additional
attack, it is -5 from the first attack. And, of course, there are the
standard TWF penalties. You can see your attacks in each hand (attack
bonus and damage) on your character sheet.

Halflings do consider a short sword a small weapon; however, since
halflings are also small, there is the additional penalty for using a
short sword in the off hand.
If a weapon is one size (or more) smaller than your character, you can
use it off hand without the additional penalty. If a weapon is the same
size as your character, you can wield it in the off hand, but with the
additional penalty. Weapons that are one size larger than your character
require two hands to wield and cannot be dual-wielded. Weapons more than
one size larger than your character cannot be used at all.

The double weapons (two-bladed sword, double axe and dire mace) count as
dual wielding with a "small" weapon in the off hand. For example, using
a two-bladed sword is just like dual-wielding long swords (same base
damage, same crit range), but you don't suffer the -2 penalty for using
a medium weapon in the off hand. So, yes, you do need Ambidexterity, TWF
and ITWF to get full use from a double weapon.

Barry, thank you for all the answers as I was really in the dark about
dual wielding until reading your post!
Your response above corresponds to something I found online after
posting my message. My Halfling is dual wielding two short swords. I
gave up the +1 dagger when I found the +1 short sword. I would have
kept the dagger if I knew then what I know now. I hope the -4 does not
hurt too much. I seem to hit often enough anyway.
One more question for anyone. Other then for role playing purposes
(which is why I chose a Halfling after playing a big bad half orc) why
would anyone choose to play a rogue Halfling over a rogue elf? Elves
can use one size larger weapon without penalty which is enough right
there but they also get the oh so useful Keen Senses. I know Halflings
get a size category advantage when fighting bigger opponents but I
think it is only +1.

It's effectively -2. You would have a -2 penalty if using the dagger, so
the -4 is only an additional -2 penalty.

Rogue is a halfling's favored class, which works well when you are
multiclassing. The favored class of elves is wizard, and rogue/wizards
aren't that common (as opposed to rogue wizards, which seem to be very
common --
