After reading a dozen articles about this topic and realizing I was only scratching the surface of it, I thought I would ask for your opinion, which would be faster.

So, my question is, what are the best respective budget motherboards for the following sockets: S754, S939, AM2, and LGA775? By budget I really mean 110$ and lower.

Is S754 still worth it? S939?

for socket 754 the Biostar T-Force 6100 is one of the best. whether or not socket 754 and socket 939 are "worth it" really depends on what your budget is, how many parts you can re-use, and ultimately what it is you plan to do with the rig you're building. My K6-2 was "worth it" a couple years back because I only had to spend $5 to build it, I got to use up a bunch of old parts I had laying around, and it fit the bill perfectly for what I needed it to do (i.e., surf the web on dial up, make word documents, and play old dos games).

you also have to consider what's actually available these days as there aren't many 754 & 939 mobos kicking around now.

If you're looking at 939, just buy a used DFI Lanparty NF4. They're generally available for under 50 bucks on ebay. If you get a copy of the original receipt with it, it's still under warranty for another year (or more).
