Please tell me how to do this.
I am familiar with setting up audit policies at the local
level and at the domain level, but I cannot remember how
to set up an alert to monitor these things.

I am not sure exactly what you want to do, but see the KB link below that may help
for how to use performance counter for unauthorized logon attempts.
