Enternprise CA on Windows 2003?

The goal is to ensure that CAs are available for both
CRL publication and for certificate issuance. In most
cases, simply having two or more CAs issue the same
certificate template is sufficient.

If you do want a clustering solution, you have to look
for custom solutions, such as the Unisys solution based
on DataCenter Edition. In most cases, this is not
required.
