Im looking at newegg and can get a 7800 gt for 130 but i see that next month they are releasing the 8600 series cards and dont know if i should go with the 7800 or hold back till the 8600 cards are released.

now in the charts teh 1950 pro and the 7900gs are very close but then again so is the 7800gt. other than the few frames difference would i have any other advantages over the 7800gt with any of teh other cards. i could not justify spending 30 bucks for a small frame rate increase when you would not notice the frames in a game.
now back to my first question.
would it be wise to hold back for the 7600 ultra and put the 30 to 40 bucks there
Well, from your post I gather that a framerate increase is of no consequence to you. So probably not...
The DirectX 10 feature really won't be important for months, possibly over a year. So if you upgrade very rarely, then maybe wait for the 8600 Ultra. If you upgrade once a year, the 7800 GT will probably do you fine.
If that were brand new, I'd say go for it. But recertified, IMO it's not a good buy. There have been much better deals.
Brand new the 7900GS was available for two weeks at $135 ($150-12% Best Buy coupon). The X1900GT has been $150 on Newegg brand new. If you simply must buy today, get the best you can do even if it's that 7800GT. But if you look around for a few weeks I bet you'll find a brand new faster card for under $150. Even now the X1950GT is $150 after $10 rebate, but I think you can do better still.
