Make sure that the user has proper permissions to their profile which would
be full control by default and also check the C:\Documents and
Settings\USERNAME\Local Settings\Application folder permissions for that
user. It would need to be at least read/list/execute/write. I would also run
Check Disk to check to see if it finds any problems with the file system on
