AC adapter thing

I have a dell ac adapter that can sometimes get hot. I checked and this particular ac adapter was not included in the dell recall a few years ago. I have two questions about ac adapters.

Can I leave it plugged into the wall and into my computer while its power is off?

Sometimes I unplug my computer from the ac adapter but leave the adapter plugged into the wall. Is this safe?

...but realize that it's still drawing power and increasing your electric bill. Unplug it.

They get hot ( its normal). Unplug it just to be safe.
