Fried Mobo or Dead PSU?

My bro's comp stopped working a while ago. It would start. Press the power button and nothing. So I suspected the PSU was gg. So I got him a new PSU, a 500w Coolmax. But when I hooked it up the SB_PWR LED is blinking...not full on like its pose to be. Its the PSU DOA or the Mobo is done?

Sounds like a bad motherboard. I could be wrong though. Try removing any pci cards, disconnect hard drives and rom drives. Good luck.

I also suspect the MOBO. One way to be sure is to test the PSU and memory with a different (known working) MOBO. I have spare computer parts laying all over my house so I can usually do this. If both the memory and PSU function on another MOBO, then it is pretty likely the original MOBO is bad.

Do you have a PCI modem?
I've seen where these things die and screw everything up. I've unplugged dead ones and miraculously the computer fires right up.

Don't have a single PCI card in it except for the video card which is a PCI-e

EDIT:

I think when the PSU went out it took the Mobo with it because after testing the old PSU I found out its dead =x
