Is it possible to deny a user from logging into a PC, but still use that
account with runas to give them higher permissions for a single program?

I don't believe that will work. I suggest you try it which should be easy
enough to do. If you give the user credentials of a privileged account they
may be able to use those credentials to do other damage if they are inclined
to do so. MVP Joe Richards has a utility called CPAU that replaces runas
that can be used to run an application without the user knowing the
credentials by encoding them. See the link below if interested. --- Steve
