NZXT PRC-550W

I recently purchased a NZXT PRC-550W power supply. Everything seems to be working fine except the two chassis fans by the CPU I have hooked up. When I power on I do see them "twitch" a little but that is it, no spin. I have the NZXT Duet case. Thoughts?

I have noticed if I spin the fans the will run at a slow rate, but I need to kick start them

If the pc powers into windows, its the fans that are broke i highly doubt the pc would boot into windows if the psu is bad.
