I think you should try to evaluate what are the needs of the users.

Put it down on an Excel sheet of paper. Evaluate whether they really need to
be Administrators to do all their stuff. Most of the time, Power Users or
lesser will do.

On another Excel sheet, put what all problems they can cause if they are
given Administrative rights.

Take it to your boss and l am sure you can work it out with them then.
