Everyday I see this kind of message from my computer which is a workstation
in the company LAN.
"The Operation timed out when attempting to contact 61.135.134.99"

Ask your company network/IT manager. The message just says that it
can't connect to address 61.135.134.99. That address could be anything,
a print server for example. Your IT manager should know what to do
about the error.

A process tries to connect to 61.135.134.99 (which is an adress of the
China Network Communications Group Corporation), but can not connect.
Actually i can not reach it as well.

I don't know which process did that, but I'll try to find it out.
Whois found that it's a chinese site, but I don't have any chinese
applications in my computer.

Try running the free tool from SysInternals called TCPView which will show
port to process useage which may help and Autoruns that will show what your
startup programs are. If non of that helps, you can install a personal
firewall on your computer, configure it to allow access to your lan subnet
but not the internet right away, and wait for it to alert you that an
application is trying to access that address. Then you will know the name of
the application/executable causing this problem. I like Sygate for such
purposes as it has extensive built in logging even to the packet level. ---
