New to O/C, but knowledgable about computers

I am on my third home build and decided I was going to try my hand at over clocking. I have done some research but still have a few questions:

I have a E6300 which is overclocked to 2.8 GHz (7x multiplier, 1600MHz FBS) on an eVGA 680i board with the Intel stock cooler. I am using 1.25V for the CPU and it appears to be very stable (Prime95 torture test). Idle temp = 50C, full load = 58C (on both TAT and nVIDIA Monitor). These temps are a little high, so I ordered a Zalman 9700 with Artic Silver 5 compound which should arrive this week to help.

I also have 2GB of TwinX Corsair DOMINATOR XMS2 (the 8888C4 model). However I am underclocking it at 800MHz to get a 1:1 memory/FSB ratio. My questions are:

1) Which is better a 1:1 memory/FSB ratio or maxing out the memory speed? (The higher memory speed will also require higher latencies, currently I am at 4/3/3/9. If I go up to the rated 1111 MHz I would be at 4/4/4/12.)

2) Are the following voltages too high?
FSB : 1.4V
HT(SPP-MCP) : 1.45V
PCI-E : 1.4V
