I'm trying to set up a couple of services on some servers so that Power Users
have rights to change startup type and start/stop these services. By default,
they don't seem to have such rights. Are there users rights that need to be
assigned or registry settings that need to altered to make this happen. Any
assistance would be appreciated. Thanks.

You can use the subinacl utlity to manually set rights on services:

Also, using a Group Policy to manage services is an option too:
