How to restrict CMD.EXE and taskmgr.exe through GPO in windows 2000

Create a gpo.. user configuration\admin templates\system\dont run specified
windows programs enable this and add taskmgr.exe and cmd.exe
Apply this to the OU's with the users to be applied to.
