Does windows 2000 professional maintain a log of everytime the computer was
turned on and who turned it on? If so, what is the name of the log file and
where is it located?

Look in the security and/or system logs using Event Viewer. You may first
need to enable auditing of system events in Local Security Policy [or
otherwise appropriate security policy] to see the detail that you want to
see. Hard shutdowns such as with the power switch however will not generate
a shutdown event. The link below may help on how to enable auditing and be
sure to increase the size of your security log quite a bit from default as
it may stop logging when it is full. --- Steve
