Restore SAM to different hardware

Hi,

I have a Windows 2000 server that has hundreds of local user account, and
the user accounts is distributed to users across the region.

Recently, we are required to upgrade the server to a more powerful machine
of different hardware.

My problem is when i tried to follow the KB249694 to restore the O/S to a
different hardware, i was not able to restore all the local user account.
What i got was either the default users & groups or system failed to boot
after restoring the SAM.

Any help is much appreciated.
