Is Beldum in Ruby or Sapphire? I can't seem to find any information on
that.

Yep. It's in both - and, like Castform, there's only one. You pick it up
at Steven's house after you beat the Elite 4.

Beldum _is_ in Ruby and Sapphire. Once you beat the Elite Four and Steven,
you're supposed to go to Steven's house at Mossdeep. A Poké Ball containing a
Beldum should be waiting there for you.

I hope I didn't miss anything in that...

What level are the stats for Beldum that you have there? Are they the max,
or the low end, and where did you get them?

Whenever I see the stats listed for Pokemon, they tend to be referred to
as the 'level 50 base' stats - the absolute minimum they'll be at level 50.
Dunno if that's actually what they represent, but the numbers are at least
consistant accross the various walkthroughs and pokedexes online so make
comparisons between Pokemon viable...

The "base stats" don't correspond to the stats at any particular
level. They're just a constant that the game uses (along with
variables like level, genes, and effort) to calculate the actual
stats.

The formulae to calculate stats in Ruby/Sapphire are:

HP:
((Level x ((Base x 2) + Gene + (Effort / 4))) / 100) + 10 + Level

Attack/Defense/Speed/Specials:
(((Level x ((Base x 2) + Gene + (Effort / 4))) / 100) + 5) * Nature
modifier
