When i change security of "C:\WINNT\system32\inetsrv\ASP Compiled Templates"
, after restarting windows ,new changes remove and security setting turn to
its first state !
How can make this changes permanent ?

Make sure their is no startup script, Scheduled Task at startup, or enforcement
of file permissions via Group Policy - computer configuration file system that
may be reversing the changes. You can use the support tool gpresult to find what
Group Policies are applied to the "computer" and using the /v switch will show
detailed info that may be helpful though you may want to pipe the output to a
text file as in gpresult /v>c:\results.txt. --- Steve
