Have you filtered the newsgroup list (provided by your ISP) on "xp"?

I cannot find that list on either my ISP news server or the Microsoft news
server. Any ideas where else I could look?

Your ISP may not carry it, but it is there as named.
As you use OE, try resetting the newsgroup list (click on
the head node for your msnews.microsoft.com newsgroups,
and on the interface that opens where you subscribe, select
the Newsgroups tab, and in that tabbed dialog use Reset List)
