Active Desktop Problems with W2K

My colleague is experiencing problems with W2K. He cannot
enable Active Desktop from both the Folder Option
Controls or from the desktop. From the Folder options,
the option is grayed out and cannot be selected. There is
no option from the Desktop menu. I read on W2k server
there was this problem, but am unable to reslove this one.
