Login Screen Mouse Pointer Style

What account or file or what controls the pointer style
used in the windows 2000 login screen? I have the pointer
set to default in all accounts and the pointer has shadow
enable in the login screen.

This is REG_BINARY value 'UserPreferencesMask'. 'Enable cursor shadow' bit
is 0x2000. Edit the value in HCU\.Default\Control Panel\Desktop key.
