Probably not.

SD is described in SMPTE259, and is 270 Mb/s.
HD is described in SMPTE292, and is 1485 Mb/s.

There are some chip sets that can do both.

No, different formats and bandwidth requirements. If you have HD-SDI as
your stream you can use an HD-SDI to Analog adapter to view it, or a
HD-SDI to SDI adapter to convert to SDI.
