Please Help - Says Contact Network Administrator

I am trying to add a new network and dial up connection to
my computer at home, I am listed as the administrator on
the account and I have Windows 2000. When I try to add a
connection type to dial up to the internet, it says that I
don't have permission and to contact my network
administrator. Well, I don't have a network administrator
as it is my computer at home. How can I add a new
connection, I can't seem to get around this network
administrator thing!!! Thank you.
