Cannot create toolbar for Quick Launch

Archived from groups: microsoft.public.win2000.setup (More info?)

My QL was removed from my toolbar after a reboot. The
folder is there under c:\documents and
settings\"username"\application
> data\microsoft\Internet Explorer\
as it should be. The shortcuts work in a window when
clicked but I still can't create the toolbar. Even tried
deleting it and recreating it with create new toolbar.
Also can't create a desktop toolbar.
Does anyone have any other suggestions?
