I just snagged two Thermaltake UFOs, one for my CPU and one for my side and one of them is acting funny.

The one on my CPU spins at around 3800 RPM, which is rated speeds but the side fan spins at 3300 RPM and when I put my hand near it to cover the air flow a bit the speed picks up back to 3800 RPM. Then, when I remove my hand it slows down back to 3300.

It's REALLY weird and I don't know what could be causing the problem. Anyone have any ideas? Thanks.
