Win 2000 installation - NTLDR is missing

I did a search and couldn't find anything on this. Must
be a rare problem or the solution is obivious to everyone
in the world but me.
I bought a new hard drive to replace the now small drive
on my old computer. I also bought a version of Win 2000
on E-BAY to install on it. (I couldn't get my old version
of WIN 98SE to load on the new drive so I thought I would
try this as a way to also upgrade). Anyway I tryed to
load the OS and got this message:

Verifyinh DMI pool data........
Boot from ATAPI CD-ROM: no bootable media
NTLDR is missing

I wonder if this disc from E-BAY might also be the issue.
I'm 100% certain its genuine, but says,

Disc 18
Development Platform
June 2000
This software is for development and testing purposes
only.
Part No. X05-74599

It's an MSDN version and is not legal for you to run unless you have an MSDN
sub. Also note the part about development only. You'll also need the product
key to get it installed.

Interesting, I have just ran into the same problem while reinstalling
a copy of the hard drive I made some time ago. Did some one have a
Subscription to Microsoft updates on the drive, and I destroyed it
when I reformatted it, or how else would this message come up?
