ATX Power Supply Voltages?

I have an Bestec ATX Power Supply that I think may be damaging my motherboard. I checked all the voltages on the connector and pin #9 is supposed to be 5VSB. I checked it and it was 7.7 volts. Could this be the problem?

open circuit voltage may show higher than real voltage in meter. add a 10k resistor then measure.
