Throughput, what does it refer to?

What does throughput on a router's specs refer to? Does it refer to the connection out to the internet? Or does it refer to the max speed the router can handle no matter where it is going (aka from one comp to another on a lan).

One router lists a throughput of 20Mbps for the firewall... not sure what that means, but supports 10/100 connections.

That is probably referring to the WAN-to-LAN performance with the firewall enabled, IOW download throughput from the internet through the firewall.
