Does anyone know how I could change the 'ctl-alt-del' page
so that it can be identified as a particular server on a
kvm switch? Such as changing the background color, or
using a certain background?

The simpliest way is to change widgets color at HKU\.DEFAULT\Control
Panel\Colors.
