Add key to HKEY_USERS.DEFAULTSoftware

Archived from groups: microsoft.public.win2000.setup (More info?)

HKEY_USERS\.DEFAULT is for when no one is logged on; aka system account. Try
HKEY_LOCAL_MACHINE
