The 4000 is nice if you want to do mostly gaming without heavy multitasking, and you can always upgrade that chip in a year or 2 with a dual core (or quad) upgrade (if you go with an AM2 platform).

The dual core is nice if you do heavy multitasking like run heavy duty security suite, have 20-30 windows open or run some heavy cpu tasks simultaneously. the x2 3800 will do ok for gaming with a good video card (like $200 or even $280 for a serious gamer), and can be overclocked modestly for a boost if needed.
 
I would go dual core because programs and games are beginning to take advantage of it. For example, Alan Wake will be amongst on of the first games to require a dual core to play it. If you do DivX encoding, the latest version (v6.5) supports dual core and seems to provide a 15% - 25% increase in performance.

If you do multitasking then having two core will allow the PC to run more smoothly.

NewEgg has the X2 3600 Retail for $105 now. If your into overclocking, it has been reported to reach 2.8-3.0Ghz on numerous occasions.
