This is my experience. Vista can see the drive, and can read from it. However, it will not write. The OS does ask you if you want to format a blank disc, but then fails with at "Windows was unable to complete the format." Nero 7 and MagicISO also fail.
Plextor Japan has a compatibility report up, and the 708A is not listed.
I'm interested if anyone else is able to get their 708a to write. Otherwise, it looks like I'll have to buy a new drive. 
edit: I updated the firmware for the drive too. No go.
