Checkout the automated windows installation pages at:

http://unattended.sourceforge.net/

This may not be exactly what you are looking for ... and it's
certainly not for the faint of heart ... but I did this once, and part
of the process involves creating a boot floppy that will access the
network. There are detailed instructions on the site.

You might be able to use this process as-is simply by following their
instructions, or you may be able to just use the boot floppy to access
the network and then copy the files across.

It's a long time since I did this, so I can't be of much detailed
help. I do recall thinking that the process (unattended or not) could
be quite helful in the case of a laptop without a cd-drive.
