Router for 25mbps Connection

I currently have a DI-524 router. When downloading it will not go above 1.70 MegaBytes per second. If i connect my laptop directly to the modem by passing the router I max out at 2.80 MegaBytes per second.

I'm guessing even though this routers wan port is set for 100mbps the firewall throughput might be slowing it down alot?

Any help is appreciated!!!!
