Start menu programs don't appear

Archived from groups: microsoft.public.win2000.setup (More info?)

Just setting up a home PC - older system, with Win2KPro.

All apps now installed under the administrator account, and the shortcuts
copied to the All Users profile, but under a normal user account half of
them don't appear, or aren't linked to anything.

How do I fix this?
