2003 pop3 service disconnects clients after 10 minutes

Hello,

I am running the pop3 Service on windows 2003 server. It seems to work fine
until a mailbox has more mail in it than a client can download in 10 minutes.
After exactly 10 minutes of downloading, OE displays the error message:

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Account: 'pop3 test', Server: 'testserver', Protocol: POP3, Port:
110, Secure(SSL): No, Socket Error: 10053, Error Number: 0x800CCC0F

The client can reconnect and download email again, but gets the same error
after 10 minutes. This obviously causes problems with clients on dial
up/ISDN connections.
I have tested OE6, OL2000, Mozilla Thunderbird and telnet interface to the
POP3 service and they all show the same symptom.
Logging for the POP3 service is turned maximun and shows nothing except the
service stopping and starting.
I have also reproduced the problem when connected to the server from inside
the firewall using a software bandwidth limiter.
I have searched the KB, and found KB278637 - i have made sure bandwidth
throttling is disabled on the server.
I have searched Google groups and only found a few people with the same
problem, but no solutions.

Does anybody have any ideas why the POP3 service should disconnect clients
after 10 mins, and how I can fix it?
