TCP Connection Failure - how do i fix it?

i cannot figure this out for the life of me. every time i want to download something i get the same error -

Error 509
TCP connection with server failed.

it has to be on my end. so what do i do? i feel like such a noob...but a pissed off noob.

nm, i'm an idiot. i just reset my router - christ......how stupid can i be.
