installer error - no error code though

I have been trying to install Symantec AV onto a win2000 server and get the
same problem. The server seems to ignore the request to start the windows
installer. If I look at TaskManager the msiexec thread is at 0%. It will sit
there quite happily as if nothing is happening for a very long time (up to 3
hours). I have looked at various m/s kb articles (KB315346 included) and
nothing has fixed the problem. I have tried installing other programs even by
running msiexec fro the Start, Run.. menu but still nothing happens. Any
ideas why???
