My dad is a real estate agent and is thinking about getting a labtop. He wants to show his clients property while in the car. Is there anything that will allow himt o drive around and have internet access? or will it only work when he is in range of something?

Yes, there is a way if one of the major cell phone providers is providing broadband service to your city.

Have him check services like Verizon Broadband. The other major suppliers offer similar services, too.
