What is "auto-insert notification" and is it relevant to Win2K?

My optical drive won't acknowledge the presence of a new disc when it
is first inserted. It retains the old reference when a new disc is
inserted.

If I right click on the optical drive icon in My Computer or run
certain software, it acknowledges the new disc. But other optical
drive software does not cause it to refresh.
