Start Menu flashes up at startup

Ok, so this is no show-stopper, but I am curious as to why this has
started happening.

On our original RIS image it didn't occur, but on our new one, when a
user logs in for the first time, the Start Menu comes up
automatically.

This is annoying for us as we make a lot changes to the Start Menu
upon first login, and the menu that comes up is the default XP menu,
and hence shows options we'd rather the user didn't see (Outlook
Express etc.).

Like I say, it ain't the end of the world - but has anyone come across
this or sussed out how to prevent it happening?
