I currently have RIS installed on a Windows 2000 box. I am looking to
upgrade to 2 brand new 2003 servers and use 1 as a RIS box. please can
someone confirm:

1, install AD and RIS onto a 2003 box
2, do an xcopy or robocopy from old RIS server to new RIS server
3, uninstall RIS from old server.

I could just re-image the machines across but cannot be bothered :) Can
someone also confirm that Servers can be Rissed just in case of failure?

Yes it is possible to copy the images to the new server.

run risetup -check after copying the images...(or restart the
services)
