Internet call registeres a metered landline phone charge?

Granting that my Telco service provider was right that maybe one of the overseas website I previously visited triggered an auto-dial, will that Internet call register land-line charges? Please help, I will use your expert opinion to contest the phone charges.

If you inadvertantly downloaded an auto-dialer program, it would connect using your computer's internal fax/modem on your land line. Usually it connects to an overseas 800-service that charges an outrageous amount per minute. An unscrupulous web site can slip in an ActiveX control that installs and runs such a program just by visiting a particular web page if your security settings aren't set properly.
