New build freezes on motherboard logo or windows loading bar

I recently build a new system and it keeps hanging at the motherboard logo as soon as I turn it on. When I do manage to get into Bios and make some kind of change sometimes it will boot to windows normally and just when I think the problem is gone it goes back to the same problem. Sometimes when it does pass the motherboard logo it will freeze in the Windows loading bar screen. It has never frozen when I'm in Windows. So it makes me think it's either a video card problem since the 8800's are buggy, a bios problem, or memory or finally a Windows Vista. Can someone please help me? I've never overclocked the system, The only thing ive done is to update the bios to the most recent one, updated the Video card driver and change the ram to a different slot. No luck yet. Now remember I was having the same problem before I updated anything.
